Well, the effect is by no means weak, but it's a romance card.
The effect of (1) is an effect that mixes the effects of sp-Synchronic Panic and LP Stream Dragon in the play. It means that you can build a quasar with this without saying anything.
The effect of (2) is a bonus added to search from 《Crimson Dragon》. You can safely ignore it.
However, in the current state of Jund, there is only so much that one Quasar can do, so if you want to reproduce the original, I think it would be fun to use it. Tension will definitely rise.

It is possible to revive a large amount with Nocos, but the target of resurrection is a level 7-8 Dragon S, and it takes a lot of work to drop a large amount of these into his GY in a state that can be revived. It's enough if I can revive even two bodies.
Since it is a defensive and effective negate resurrection, I have to think about what happens after that. Since a large amount of S can be revived by level 1, I would like to aim for a quasar by recreating the anime.
The effect of 2 is honestly hard to use for the purpose of the red dragon, but isn't it bad to use it as a check against battle destruction? In any case, it's better to see it as a bonus.
It's a time-consuming card, but it's a red dragon, and it's good for searching, so if you're using a red dragon, it's an ant.
